LOWER MERION – Lower Merion officials are joining an effort that will lead to the creation of more exercise trails throughout the Philadelphia region designated as part of the Circuit Trail network.

The recent addition of Judge Debra Ann Livingston to the 2nd U.S. Circuit Court of Appeals brings the court back to its full complement of 13 active judges. Livingston's seat opened when Judge John M.
