A Hanoi ward's deputy police chief and his wife have been fined after a citizen reported them for riding a motorbike without helmets.

Ralph Manecke, 56, was gunned down by a helmet-wearing perp in the town of Trento, Philippines, Wednesday while withdrawing roughly $800 cash from an ATM, according to cops.
