Paul is the first regular recurring character to battle the Champion of a core series region. Paul owns a Pokémon of every type except for Fairy. While he used to own an Azumarill, it was not a Fairy type at the time when he owned it. Paul makes a cameo appearance alongside his Pokémon in the ending Let's Join Hands.

Paul came to Veilstone City, finding a group of Gligar, led by a Gliscor, causing trouble. His Weavile used Ice Beam to attack Gliscor, but missed. Paul then sent Murkrow to use Haze, but the Pokémon flew away. The heroes noticed Paul has arrived to the city as well, but Paul asked of Ash to stay away as he wanted to capture Gliscor.

Paul has competed in the Kanto, Johto & Hoenn leagues and has obtained several Sinnoh gym badges. After his journeys through Sinnoh, he became a Gym Leader Pokémon Rotated in Team
