This is an exercise to connect muscle action in the shoulder. It is to promote healthy firing at the correct time of muscles (like instruments in an orchestra) by building dexterity and stability, to improve power of the big muscles around the joint. Think of drawing your shoulder blades into your back jean pockets and therefore turning off the upper trap.
